Background

Spencer has worked for 40 years in the defence, marine and aerospace sectors. He has an extensive background in uncrewed systems since 2003; both as an operator as well as a manufacturer. He led the design, development, sales and operations of aerial, ground, and surface systems.

Spencer was the CEO of Meggitt Canada for over a decade where he grew the business’ uncrewed system sales into 25 countries and played a key role in the Noctua and Nankeen programs, which saw the deployment of the IAI Heron MALE UAV to Afghanistan in support of the Canadian and Australian armies.

Under Spencer’s direction, Meggitt Canada was selected as the Alberta Exporter of the Year in 2010, Canada’s top defence firm in 2013 and he was selected as Canada’s defence executive of the year in 2012.  Spencer is also the originator of the Canadian Centre for Unmanned Vehicle Systems (CCUVS) which served as the foundation of the Foremost BVLOS site.  

Spencer is an alumnus of the University of Oxford Saïd School of Business, Queen’s University Smith School of Business, King’s College London, and the Royal Military College of Canada.  Spencer served for 20 years as a naval officer in the Royal Canadian Navy and since 2003 he has been the CEO of several of Canada’s leading defence firms. Spencer is also a former Certified Professional Accountant.
